Financial Assistance to Cancer Patients

REVOLVING FUND

During the year 2006, the Society has created a ‘Revolving Fund’ for granting financial assistance to cancer patients who are poor, needy, deserving, potentially curable and have better chances to recover. The modalities and proper procedure for granting such assistance have been framed in consultation with the concerned doctors of the Sher-i-Kashmir Institute of Medical Sciences. Initially an amount of Rs 5 lacs was earmarked out of donations for this purpose which has been supplemented by Jammu and Kashmir Bank by Rs 8 lacs till date. The fund is being recouped on yearly basis to the extent of expenditure incurred during a particular year. Under this scheme 190 patients have been registered so far and expenditure whereof on account of medicines required for their costly treatment is borne by the Society. An expenditure of Rs 30 lacs has been booked till date on this account (end of February 2011).

In order to register the patient under this scheme a specific procedure has to be followed.

REGISTRATION PROCEDURE FOR PATIENTS

• The Head of the Department of Medical Oncology Sher-i-Kashmir Institute of Medical Sciences shall be identifying such of the needy deserving cancer patients who are suffering from potentially curable disease and need medical assistance.
• The Liaison Officer of Cancer Society of Kashmir available at SKIMS shall be recommending and forwarding such case(s) to the CSK Office.
• The CSK Office after receiving the case(s) from the Liason Officer shall hand over the case(s) to the Verification Committee as has been nominated by the CSK for ascertaining the factual financial position of the patient.
• The Verification Committee after making on the spot verification about the financial position submits its report to the CSK Office.
• The case alongwith report of above Verification Committee shall be submitted to the Office-Bearers of the Society for its approval.
• Drugs for the concerned patients are purchased from the SKIMS Drug Sales Counter against proper vouchers.
• The CSK Office shall maintain patient wise proper accounts of the amount of advance and its adjustment on account of Medical Aid through Financial Assistance.
